Eyes are chnaging

Hi there

I have noticed a thin ring on the outer edge of Mischiefs eyes that is getting lighter than I noticed before. Someone has told me that before this happens the bird will do anything that I want and after that he will not learn anything. How true is this? Doen't quite make sense to me.
