nope, all birds that are visually Turquoise are all genetically Blue/based birds
Turquoise is one of the parblue mutations - parblue meaning 'partial blue'
Try to think away from the actual dictionary definition of the colour 'turquoise' because as you know your chick is not a 'turquoise' colour
Simply put... the Turquoise mutation in Indian Ringnecks shows only on blue or bluebased birds - the mutation allows for the wildtype (green) colour to be expressed. - so in your case the feathers are a Greygreen colour (because your bird is Grey)- in a normal Blue bird the feathers would be Green- and so forth and so forth
I like to think of the Turq mutation as a mirror into the green series- ie what your bird's colour would have looked like if it were green based bird
