RU-Paul is my 26-month old green/blue IRN and her 2 friends and my best friend have moved on with there lifes and "RU" is just a basket case now and I am a novice-amature when it comes to birds as "RU" is my first bird. To make matters just a bit more frustrating for both her and I she is in her first heat and is looking for a male in the worst possible way and has some bad behavors going on and I do not know what to do with her. She is now pulling out her wing and tail feathers and her brest area is getting a bit dirty and bald. I have the radio on I have a mini horse in the house with her and she is just a mess. I am in surch of a mate for her or just a one night stand just to a smile back on her face. she is just screaming and pacing the floor of her cage and so on. If anyone has a male about her age and he is not more than $125.00 to 150.00 I would like for the birds to meet and greet. I know that these great birds mate for life and I am learning as I go. I just need for my bird to be happy again so I can get more than 10mis of sleep.

Sorry to hear about all your troubles. I hope they settle down soon for you. I am sad that I can't help you with the matefor your fid part of things.
All I can do is welcome you to the site and our family and say, spend as much time with your IRN as possible right now, during its time of stress, talk softly and give it plenty of its favorite treats. I dont understand what you mean by her friends have moved on?
Was she with other birds previously?
Could you describe these "bad behaviours?"
I dont think she's looking for a mate birds dont go "on heat" like cats and dogs do, and you should look for other contributing factors when it comes to the plucking and screaming. These birds dont necessarily mate for life at all. Breeders are able to swap pairs yearly.
If you could describe your situation and setup a bit more maybe include some pics we could help out a bit more. It SOUNDS to me like you should be looking at where you house the bird and looking for things that scare her the most.
A friend and compainion for your ringneck doesnt necessarily have to be another ringneck you can get a cheaper bird or a different species and they should get along just fine and you dont have to worry about them breeding later.
You should look back through the forums maybe do a search using the function at the top of the page and look for other threads to do with plucking, maybe do a google search also and go through the Diet and Housing forums here and see if you can improve her situation.

My best friend moved into a home of his own and ru and I are here alone and ru is alone during the day as I have to go to work. I would like to put another bird with ru but I am not sure witch type to put in with her that is why I was looking to start her breeding. My room mate had 2 cockateals and the 3 birds had great friendship going on and now ru is alone and from my point of view she is just lonely and bored out of her mind. I leave the radio on all the time for her and when I am home she is with me out of the cage and beside me she even sleeps in my bedroom. I thank you all for your ideas and words of great wisdom.

The problem might be loneliness but I would definately get her to a vet for a check up. After the vet gives her the ok then maybe look at getting a companion for her.
Also consider the fact that if you do get another bird it will be very difficult to keep your IRN hand tame. She will probably prefer the other bird to you. Do you have enough quality time daily to spend with each bird seperately?
But no matter what species you get, it should be housed on it's own. You could put their cages side by side and let them play together while you supervise but you should never put them in the same cage.
And trying to breed her right now would probably add to her stress and make her pluck even more. What would you do with the chicks? Do you know how to properly hand feed them and weigh them daily? If you have never done this before, please don't attempt to without being trained by a professional such as the vet, or someone with experience, you could easily kill or injure the chicks.
I think you should rule out any medical problems with the vet first, and then try to spend some more time with her to ease the pain of losing her previous companions. I leave the tv on for mine when I have to go out, either on children's channel or animal planet. There are at least 2 DVD's out there on the market as well that you could consider, one is called The Birdsitter, I can't recall the name of the other right now. I have also heard that bird's are finding the movie "Parrots of Telegraph Hill" quite entertaining as well. Just make sure that whatever you put on doesn't have predators in it.
If all else fails, just love her for who she is.
