Grey fluffy neck feathers

Our female is quite young , under a year but probably nearly a year . She has on her throat grey fluffy under feathers , they look scruffy . Are they baby bird feathers still or moulting ?
Her green feathers are covering them but the patch is underlying , about 2.5cm square . She is a lovely looking bird but these feathers spoil her look .

Tried to upload photo but it says the board attachment quota has been reached , whats that ?

The board probably has a set limit on how much can be uploaded to the server, this keeps it from being bogged down and all the data space used up by pictures.

Instead of uploading to the board, I like to use http://www.photobucket.com and upload my pictures to that site. Then using the Img tags here to insert it into my post. Here's more detailed instructions: http://www.indianringneck.com/forum/vie ... f=4&t=7882
