Hi and welcome.
Ok, firstly, was Twinkles being hand fed before you got her? If so, do you know it she was being fed by spoon or syringe?
As Twinkles is around 7 weeks of age, she will begin to wean and show less interest in formula, (porridge mix), and more interest in other foods like seed, fruit veg, etc.
I would try to offer her formula first thing in the morning when she is hungry. Try offering her corn, peas, apple, etc in a bowl and leave her to 'play' and nibble it to get the taste of it. Give her a small dish of good parrot seed and leave it with her. You might find she will pick and test these foods through out the day as she pleases.
Even though the chick in this video is much younger than yours, it still gives you an idea on hand feeding.

You might need to show her that seed is food by you picking up the seed and playing with it.
Keep the seed in so she can try it when she wants to.
Have you tried offering fruit and vegetables? They tend to try that over seed first I have found.
Also try eating in front of her and see if she takes an interest of what you are doing.
