all ringnecks should make some noise
im handraising 4 babies at the moment and it seems like the green one doesnt make noise but if i listen very carefully i can hear it makes some noise
listen to you IRN very closely to see if it makes quiet noises
how long have you had it?
if you havnt had it long it may be shy and not used to you yet and maybe thats why its not making noise
is it eating properly? and drinking?
is it playing with its toys and moving around?
if its not eating and is just sitting in one spot it would be a good idea to take it to the vet

if he is eating and playing then their shouldnt really be anything wrong
keep an eye on him and if he doesnt start making noise you should take him to the vet
