To grow back the cut feathers have to fall out. This takes place naturally when they moult. Preeing sometimes splits the cut ends of the feathers. Unless the bird is making it worse I wouldnt worry about it.
It could also be a shoddy clipping job, How long ago was it done. If it's not done right It can look a little shabby.

I completly agree. There are many good ways to clip, never do just one side. I feel so bad for birds that have this done.
Mind you be careful if you do have only one side done, If you do the other the bird might hit the ground really hard. It needs SOME wing on each side so it can slow it's fall (if it gets spooked and throws itself off something) I dont know how one wing can help slow falling but. If it's too heavily clipped you might hurt your bird clipping more.
If this is the case there are two options.
1) get someone you dont mind if the bird hates (ie vet or trusted breeder) to pull out a few feathers so they can regrow. I dont reccomend anyone doing this that hasnt done it before. It's HARD to pull the feathers out and you could break the birds wing. I got my breeder to do it since bappy was late moulting they came out easy anyway. Wait till the feathers regrow then clip the other side
2) Leave it till they moult and regrow and get the clip done properly.

Yep . Kai had one wing clipped by the breeder and for the last 8 weeks he seemed ok, I never knew that both should be done. I Grew up with birds as a child but they were all full flight .. and chickens, well you do only clip one with chickens, but they are way different to climbing playing graceful IRN's.
Since Kai had his other wing clipped to match he is a different bird.

Hane has managed to strip almost two of his wing feathers so now there is only shaft. For a few days two months ago he would flap around his cage furiously when I came to get him out. He's over it now but he looks silly when he stretches his wing out.
He's due to begin growing in new ones anyway, lol.
