Although the picture is blurry, the bird does look like an Albino. The sheen looks Violet rather than Blue Green?
Some Inos do retain a small amount melanin hence Grey, Green, or Bluish sheen is sometimes noticeable.
I wanted to see some pictures because Grey Pallidinos and Blue Pallidinos are sometimes mistakened as Albinos especially by breeding neophytes. Has your bird been DNA-sexed? Just curious since only males can be Pallidinos.
