do Ringnecks use their feet to hold their food and eat? I thought they did but Peanut doesn't use his he usually stands on the perch or on the bowl and dives in the food bowl

Yes - if the food is big enough (and if they want to savour every morsel of it) they will hold it in their feet.

ok maybe he hasn't figured it out yet , he turned 10 weeks old today and he is always at the food bowl

At 10 weeks old I would say he hasn't figured it out yet. Give him a couple of months and he will be a pro.
