How to read the ID ring of a ringneck????

Hello again! I`m wondering for a while now how to "read" my baby`s ID ring? I`m talking about the identification number that he has on the leg! Some said that a part of the "code" represents the country and the rest his birthday, but his number is a little bit strange and I don`t know how to read it ! First of all, it has an independent number on the ring: 05, that is not written horizontally, like the rest, but vertically. The rest of the number is 0010*31316. Can anyone tell me, please, how to "read" this number? Thank you very much!
