Question about moulting and ring

Elliott is now 15 mos old. I have owned him since he was about 4 weeks old but he didnt come home until he was fully weaned last October. He has only had one real moult since he has been home and it wasn't even that bad. My Avian vet says that since he is an indoor bird he will not go through the normal moults that wild birds go through. Is this true? If so does that mean it could take longer for a ring to come in if he is indeed a boy? I know that the site says that you can see the ring as early as 17 mos, so I am getting anxious to find out if he is really a he!! How long did it take for your male birds rings to be visible?

Jordans (lutino) came in early prolly around the 17 month mark, but Kai's (blue) came in just around 2 yrs a little older. It started with just one or two rogue feathers and then bam before your eyes they have it coming in thick and fast. They were both inside birds and both got their rings in at different times.
Pickle (green) is coming up to the 2 year mark and still nothing, but he is definately a male, just waiting for the first signs of his ring.
Don't really know, as I haven't had a mix of inside or outside birds to know about the moulting thing, all I know is that my inside birds molts seemed to be in conjunction with Most other aussies talk about moulting whether they had inside birds or outside aviary birds. Isn't it also an age thing, not just a seasonal thing.
