Koi is almost tame he will perch on my hand if i have a treat but he still if i move my thum LOL

But i am still convinced he's a new colour he has a whte head and body, silver wings,Blue under wings, and a turquise tail but his wings have a pattern

We cant really help you with what type he is untill you post a picture

Dont take this the wrong way, it honestly doesnt sound like an IRN It could very well be a hybrid (mix of IRN and another breed) or it could be a Ringneck parrot, one of many types (there are many other breeds than indian ringneck parrots).

The only way anyone could possibly tell you what it is, is via a pic.

Surely you know someone who has access to a digital camera or a phone with a camera in it heh
