So about 3 months ago I picked up Roy at a pet store. They told me he was 4 months old and just weaned. So now at 7 months it appears he's developing a ring, but from my understanding they're not supposed to develop a ring until well after a year.
Was I lied to or is Roy just a special case?

Nobody except the breeder can tell you exactly how old your bird is, but breeders lie too, Sanjay was supposed to be DNA sexed but wasn't.
If your bird is developing a coloured collar, then you can safely assume he is over a year old.
