question about IRN eyes - baby vs adult

I know that when they are young their eyes are all black and they change as they get older to having the white ring around the black part of the eye.
My question is, at what age does this happen? Breeder has a bird age 5 mos and the eye is already changed. I am trying to figure out if this bird is the age they are saying.
