Some do, some will never. Mine is 13 months old, and still doesn't talk. I am not sure if he ever will. But that's ok with me. He understands what I say to him, and he talks back using his own language.
Thats one thing people often do not think about, a bird may never learn how to talk, but that shouldn't be the reason for buying a bird.

Heather is right. Some will, some wont. Some are late bloomers some are early bloomers. They each have their own personality just like some of us are quiet others extroverted and loud.
My 7 year old (almost) rarely says anything clearly. Just mumbled jumbled words.. and he screams them out!

Once in a blue moon he might say the odd clear word softly to himself.. in his sleep most of the time!
Just keep trying to teach your baby the words. You never know what they might say back to you.

I dont believe there is an age limit of when they can and cannot learn something new. Even at almost 7 years Jibby has picked up some new mumble jumbles! hehe.
