Ringneck behavior

Hello, the ringneck I found the other day is a very tame bird, loves to climb up arms and sit on shoulders, or loves to explore. Loves apples and bananas and loves to eat, period.
On the other hand, this bird is so quiet and mellow that I am concerned with it. The only sound I've heard is this "grinding" noise it makes with its beak, maybe a chirp? Is it a baby still? The bird sleeps all day it seems. Tucks its head into its back feathers, between the wings. It is more active at night I see.
What does it mean when its feathers are "fluffed" up when the bird is sitting, relaxing? It is content?
Also, it likes to chew on the leg band like it wants is off. It will favor the leg with the band by keeping off it sometimes. I examined the band; it is loose around the leg so it's not on there tight.
It may be a she. No ring around the neck, but a faint greener ring than the rest of its body around the neck.
I am contemplating taking it to a aviary vet, but I'm on a tight budget. Can anyone tell me the cost of a bird checkup.
