Scratching?
Recently Tuki has been really scratching at himself and what I suppose could be described as over-grooming (thats what my dad said it looked like) He's been doing this for about 2 weeks now and I'm getting concerned that he's hurting himself. I thought perhaps it was lice so I bought a lice spray but that hasn't helped...It's getting towards summer now so I'm wondering whether it is that :S Help please?

Is he scratching only at one place, that is is he concentrating on one area of his body? If so there maybe something localized at that spot which is irritating him.
Check hard for lice or fleas and get a positive diagnosis before applying any sprays or soaps to the fid. Plain water showers or fresh water sprays are usually all that is recomended for normal Irn grooming.
Is he getting enough attention, perhaps this new scratching behavior is some sort of self grooming that is overly intense and maybe a kind of self plucking.
Finally, do some additional research and find an avian certified vet if possible for a consultation.
