Plucking during mating season?

Hi,
I recently purchased a pair of ringnecks. I was informed that the male was nervous and plucked during the breeding season, but afterwards, the feathers would grow back. Has anyone had experience with plucking ringnecks? Or any situation like mine? I have never had a bird pluck. I am afraid that he might have something. I have sent off for testing kits that should be here soon. Any advice would help me. Thanks!
