Hi Chris

As for the beak changing color my first question is: how old is your bird? a Ringneck's beak changes from pink/orange red (depending on the mutation) to a bright red in the first 24 months or so.

If he/she is between 24 and 36 months old it might be a male, but some females does have a slight ring as well. I had my one female sexed twice because she has such a ring. We will need a photo of both the beak and the neck-area to be able to be of more help.

If it's just the very tip at his age it sounds normal.
