Hand Taming

What is the best way to hand tame? I've had Rascal for a little less then a month but he is still scared of fingers/hands. He is not shy or timid at all and is not afraid of me but he will not go on my hand. I use the words, "Step Up."
The little bugger repeats, "Step Up" to me. LOL At least he is learning to talk.
I have tried it with treats, being persistent and with the methods, same time during the day, ect.
Any advice? Is this normal for it to take a long time for them to Step Up?
