i have got a irn and have had him about 3 weeks he will come on my shoulder if i am in a confined space but will not come near me in the living room, can anyone help with next step

Please explain what the differences are between the two spaces, how he behaves differently, how you behave differently etc.

I suspect a small, confined space makes him feel safer, more secure, whereas a big space is a bit scarey, just let him get used to seeing your sitting room from his cage, after all "familiarity breeds contempt".
