My Guess is Male.
People tend to mistake the light ring around a female IRN for the shades off their neck feathers...

Also males get their neckring around 2-3 years of age, yours does not have 1.

My first instinct is that it's a male but if he did hatch in 2011 he should have had his ring by now so I'm guessing it's female.
