Learning to fly

I have been given a pair of Indian Ringnecks which were from a closing down pet shop. The birds are a few months old and were originally hand-reared. They were then left in a small cage in the pet shop and not given any attention other than feeding. They have now regressed and shy away from human contact. However they don't fly, they will come out of the cage but move by beak and claw. They have been out daily over 3 weeks and one will flutter a couple of yards but the other lacks any flying confidence. Will things improve or do they need a flying role model? I can do many things but a Superman impression is not one of them.
