Struggling with taming my ringneck?

Hi All,
About 6 months ago we bought a 12 week old Ringneck, he is a stunning little thing however we are having a tough time really training him.
Don't get me wrong, he will take food from your hand, he will step up sit on your shoulder etc. but he does not particularly enjoy spending time with us and will not allow him to touch him in any other way. If he is already out he is reluctant to even step up and would rather sit on the back the sofa undisturbed.
Also, despite our efforts he doesn't make any kind of noise apart from the occasional (very occasional) squawk.
Any ideas anyone?
