Hi I recently bought a hand raised ringneck I need advice

Hi all I bought a handraised blue lacewing ringneck he was in a cage with other ringnecks when we picked him up he was over 10 weeks old i think also.... we picked him up 11 days ago, he is eating well playing with his toys but he is not very friendly he tries to get away when we ask him to step up onto our hands he is not interested in our attempts to be affectionate with him and today he would not step up at all he will take food from our hands but that's about it really will he always be like this or can I train him to enjoy human interaction? He never leaves his cage?
