What temperature is best for the birds

My ringneck setup is in the basement where it is a bit "chilly" around 21 Celsius (70 Fahrenheit).
What would you recommend good temperature for breeding and any idea's on "how" to maintain the temperature

If the heat in my apartment is below 75 F, Emerson fluffs herself up like she's wearing a big winter coat. :mrgreen: She's young, though. Only three months.
