Hi 
I'm no massive IRN expert, but I think this is like any bird - some of them will talk and others sometimes just won't. Sul is just starting to say a few words and whistles, but George, our Cockatiel we had before him never really spoke much and preferred his little noises and whistles.
The only thing I can think of is sitting with him and saying the same words over to him - every morning I shout 'There he is!!' when I take Sullie's cover off - which he has now started shouting (At 7am in the morning!!!) haha - so it may be worth just repeating some of the same words over and over for him to try and learn maybe?
