Buing an IRN

Hello!!! I am thinking of buying an IRN...I had two in the past but they were screaming very much so i sell them...Now i have a big cage and i would like one.I want to ask if i should cut the feathers and also how much is it.In Cyprus they said me that they want 75 euros for the green one....
