Moving to North Dakota

So My Husband is being stationed in North Dakota In December and Im leaving with him. I Have a Question about my Indian Ringneck Moving with me. He was Born and Raised in California, i was Wondering is it ok to move him with me? How should i Prepare Him for the Cold? He's 6 Months old. @_@
