why does my lutino ringneck

why does my lutino ring neck chew his leg till it bleeds and he wont stop we have iv tryed antibacterial wound aerosol and anti pick please help i dont know what to do
A lot of birds will do this out of boredom. It is a learned behaviour.
Try changing his toys around, move his cage regulary, add some nuts in shells to his diet (it gives them something to do and keeps them busy with a treat at the end).
