HELP, we need to know whats going on?

Hello Indian Ringneck Lovers,
I was just wondering why my birds has changed its attitude towards everyone in the house except me (the owner). 1 and half week ago, he started getting into a grumpy stage, and began biting if you tried to touch him. When we make these moves, he makes a noise that we think it means he's annoyed. When someone tries to touch any part of my shoulder when he is on my body, he begins to run to attack whoever is touching. A couple of days ago, the brother of the bird has just started to become moody, and we are assuming that its going through the same steps, but it hasnt started to make those noises, or to attack when he is on me. The Blue grumpy one (Cookie) is 11 weeks old, and the Green (Hineahua) is only a week younger at 10 weeks. However, we have another yellow ringneck, the same age as Cookie, Named Honey who doesn't seem to get angry, he seems friendly. We basically just want to know is this a bluffing stage or is this some other reason. By the way, we take the birds out everyday for at least half the day.
Another problem, is that we have two other types of birds that we adore, and take out at the same time. However, the problem is that if we touch the cockatiels or the parakeets, Cookie, will watch, and become agressive. We think it is a sign of jealousy, but we just wanted to know if we were right. Oh and we want to make our birds friendly to eachother, but cookie has tried to hurt one of our little budgies. is there any solutions you can help us make them befriend the other birds.
