Easily trainable?

Ok, sorry to post two questions so fast, but I have to questions regarding two different things lol.
The bird I got definitely needs work. He isnt aggressive at all. Hes VERY healthy and eats like a pig. ( when out / on the cage ) 90% of the time He " runs " from you when you try to get him to perch on your hand but when he gets to the edge of the cage he will climb on your hand / finger, and have no problem walking all over yours arms, hands, shoulders and head. He LOVES taking treats out of my pinched fingers, and will actually come to me to take a treat GENTLY from my fingers. I even let him take treats out of my own mouth, hes so easy with me lol.
( When inside the cage ) 90% he runs around the cage until he gives in and then climbs on the finger and then when you bring him out of the cage he acts like I stated above.
Also if you try to " pet or scratch his head " from the outside of the cage while hes inside he like " opens his mouth ' and looks at you and moves as if he wants to bite.. but never bites ( never once ).
To me, it seems like hes just " nervous ". He seems to be " comfortable " around people but not completely relaxed . The girl I got him from said this is the exact way he was with her the whole time shes had him since he was 3 months...
