how to train?? it dosen't eat treats!!

Hi..
i have two green ringnecks.. of about six months old and want to start training them,, BUT
...
One of them is not eating from my hand and is eating only Little food, so i can't give it treats ,,,
Another one doesn't like to be touched any where and even if i try to train it to just STAND ON MY HAND WHEN I SAY "UP" it gets mad to feel bored in just three times although i give it food in each time.. WHAT should i do???
