What does this mean?

My father has a blue six year old ringneck, and the edge and tip of his beak is a whitish fleshy kind of beige color instead of black like my turquoise and gray have. I was looking at my lutinos and theirs is the same color tip and edge as my dad's blue. Is this a possible sign that maybe the blue might be split to ino ? Or is it possible that is more of a nutritional problem? He is very active and in perfect feather and otherwise looks and acts in good health. Thanks in advance for your response.
