Strange mouth and tongue behavior. Is this normal?

My one year old IRN will lick me then stick out its tongue and make a weird noise almost like it is trying to regurgitate. She/he (sex unknown) started this behavior about a month ago. She seems healthy otherwise. Very sweet and loving personality. There are baby cockatiels she runs with, could their parents feeding them started this strange behavior? Should I take her to a vet? Thanks!

I'm trying to upload a video but it doesn't seem to be working. Any suggestions? :?

Thanks for the answer, although I really don't think that is what she is doing. She is over one year old now. She sticks out her tongue, I mean really far, and makes a weird little noise. She sometimes starts doing it when we are loving on her, but I've seen her do it when she is on her own. I'm thinking I probably need to take her to a vet just to be sure. I haven't read of anyone having their bird do this to this extent. She stretches her neck out, and her tongue and makes this noise. Not bobbing though. I know what begging for food looks and sounds like, this is different. She doesn't seem to be in any real distress, eats well, is very playful. Thanks again and it would be great if anyone else has had similar experiences with their bird to let me know.
