Aggressive ringneck

Hi
I have a 1.5year old ringneck (who i think is a male). I have had him for over a year now and was the sweetest. I would have him out all day on my shoulder and he has even learnt lots of words.
When I first got him, the breeder had cut his wings too far back so it has taken over a year to grow them back. I wanted him to learn how to fly for a bit, but he began to enjoy the freedom too much so he was clipped.
Since being clipped my bird has turned aggressive. As soon as you let him out of his cage he flies to the grown and will attack anything on the ground, especially feet. If you try and get him off the ground he latches onto your hand or clothing and can draw blood.
I am just wondering if anyone would have any helpful tips? Its been over a month and had hoped it would disappear. Ive tried ignoring his bad behaviour but it is difficult to ignore when he latches onto you.

Any help is much appreciated!

Sounds as though it is linked to wing clipping. Personally I do'nt agree with it, but I would not give a clipped bird the opportunity to fly and then have him clipped again.

I did agree with you. But I had a bird escape when I was over seas and didnt want that to happen again.
Does anyone have any ideas how I can get him out of this behaviour?

I think you need to go back to first principles and make friends with your bird again. Start by whenever you come into his view offering him a little treat. Will he take treats from your hand? If you need to, keep a little bag full of treats in your pocket and give him one every time you see hm. He needs to start associating you with good things instead of wing clipping. I would also recommend introducing/increasing foraging opportunities. Let me know if you want more info on foraging?
