Curious about Trained Parrots

In many videos we see that parrot are flying to its master whenever called,they are sitting above the cage and the windows are open....i wanted to know are the wings of the bird clipped so they cannot fly away or they are just trained enough not to fly away outside?? :?
i have 2 Indian ring neck parrot they will be 8 months old by the end of this November (2011).One is Shasha & another is Titzzy.

1)IS IT REALLY NECESSARY TO TAKE THEM OUT OF THE CAGE...I don't take them out of the cage as because i have read in many website they have a tendency of flying fast and high even after their wings are clipped..I HAVE NOT EVEN CLIPPED THEIR WINGS because i don't want to do this to my parrots..

2)How will i know that my parrot are healthy and are eating right quantity of food required for them....or am i giving them the right quantity of food to eat..

3)How many times a day should i give them food to eat...my parrot starts jumping whenever they see anyone eating something..

4)they just get scared whenever they see any new thing around..whenever i keep them in the balcony they both start shouting...is any thing wrong??

Flying birds are trained thru positive reinforcement.this does not mean that when outside they may not stray and get lost. The conditions are controlled.
You do not need to let the birds out. If you prefer them to fly get them a large aviary.
Observe them eat and when they start to drink and lose focus on the food you will get an idea of limits. Remove the food thereafter. It's a good idea to feed twice daily. In the wild they feed in the morning and again when it gets cool in the afternoon. Mimic this.
Irns are gregarious and it's normal for them to screech. Is the balcony safe? If yes then do not worry about their calls.
