what to do with my aggresive irn

My irn named echo, is aggresive and needs something to bite all the time.
He talks and follows me and comes to me when i call him but sometimes when i look at him for too long he starts to peck at my eye why is this
Hes about 10 months old and we had him since he was a baby and hes always been like this can i fix this?

He scared of my lil sister because she always touches him and pokes him. So he always goes to the other side of the
cage when she comes. lol
Plz help me fix this!

he may just want time on hes own and if he is getting poked by your little sister he will be scared if he is moving when she comes then he is scared i would watch her with him because if he bites her he will hurt if he feels threatened and could even make a deep whole in the bite and some IRN'S will lock on during bite and then you are in trouble ive knowin this to happen many of times
