Is it ever too late?

I think my Darwin doesnt trust me much :\ altho it doesnt make sense at the same time. i'm getting rather frustrated lol, its been 7months since i got him, he was 7months old when i bought him, so he's over a year old... i'm wondering if its even possible to get him to trust me more :\
i always offer him goodies with my fingers and he eats from them, lets me pet him and lets me carry him around aslong as he doesnt get too low. and the rest of the time he's hidding from me, running away aswell...
O.o i dont think i'm doing anything wrong.
he doenst bite me anymore, that's for sure. unless i pet him the wrong way then yes, he gets angry and bites me pretty badly lol other then that he "preens" my fingers and fingernails rly sofly to return the favour loool
could it be that he's just a shy bird O_O ?! Or is he traumatized and need to get him to the birdie shrink lol or does he need much more time cause he was not handrased?
Also i also bought loads of toys and he doesnt fancy any of them, i even bought a mirror to put in the cage (which spins, my cockatiel L O V E S IT!), cause he kept looking himself in the mirror in my bedroom, and still nothing! :( i'm running out of ideas...
i hope he's not unhappy :(

I assume he's not tame? Either way it's never too late to tame. It just gets harder to tame them the older they become.

What you can try is sit next to the cage and watch tv or read a book whilst completely ignoring Darwin.

We've got the same problem but after a month of doing this, Alpha now steps up without running/flying away. Still a little skittish but Alpha improves each day.
