new flight feathers

I've had my lutino Indian ringneck parakeet for almost a year now. I had him since he was a baby. His wings were clipped when I received him. Last summer, he moulted and replaced all of his feathers except for his flight feathers. I really want him to be able to fly as most birds do. When will his new flight feathers come? Why didn't he grow new flight feathers when he moulted?

If you're not experienced with this sort of thing, I don't think you should do it. Too many places it could go wrong!

It sounds to me like your bird needs a visit to the vet to find out why its flight feathers aren't growing back.
