Hey Crisco,
Just reading your post and I got a few comments. It's wonderful you did clip the wings as this really does make the bird more dependent upon you--bravo. Now, you said that the bird is caged with a parakeet—not a good idea. Parakeets are so small and very fragile—one bite and your poor little budgie is going to need an emergency visit to the vet and you can bet that’s going to cost you a lot. Secondly, your ringneck needs to be with you if you wish to tame him—the more you interact with him the more he’ll enjoy your company. Take your budgie and place him into a cage of his own and away from your ringneck.
Also, it sounds like your ringneck is about 4-5 months old by the way you described the eyes—correct? They turn yellow around 7-8 months. As of right now, you can handle your bird and that’s great as you are ahead of the game. Take him into a room that’s unfamiliar such as the bathroom and start holding him there (sit in the tub and just talk to him). This unfamiliar environment will hopefully get him to cling on you more as you are the only thing familiar to him.
Usually I would suggest a positive reinforcement program; however, you did say u can hold him and that he is quite young—so my tactics are quite different this time. You need to do this for a few hours each day—and I mean everyday—if you want to see progress. The more you interact with him the tamer the bird will become.
Make sure to bring some treats with you to feed him. Reward him for sitting on your hand—then progressively work towards touching him. Take it a step at a time. Please do a post and you’ll see there is so much information here! And oh, please keep us updated! Hope this helps my friend!
Best Wishes
