Ok Charlie has started to perch himself on his ladder and just flap and flap and flap like he's flying but not letting go..he does this several times a day..........
he's also become a bit aggressive attacking our hands and biting, he has a bell ball in his cage and we've watched him take a run up and attack the ball continuously...was wondering maybe it's making him aggressive and should we take it out of his cage and see if he calms down.
His bites don't hurt yet but I can't give him kisses atm as he likes to latch on to my lip, he's just biting on to everything atm...
I shouldn't say he I have no idea what sex as yet
What's he/she doing?

Sounds like he's got a lot of energy and if he's able to get rid of some with the ball I'd let him keep it.
Is this possibly the start of bluffing for him or just too much energy. Does he have toys to chew up. Try giving him wads of paper or tube from toilet paper cut in short rings. Or leather strips. That may help and if he tries to latch on to you try to direct him to something appropriate, say no when he tries to bite you and give him something appropriate and praise him when he gets hold of it.
Hope that helps.

The wing flapping is just something parrots do. Some people say they are exercising others say its just a way of playing and stretching. George does it almost every day when I let him out of his cage. He climbs to the side and flaps and flaps and flaps, sometimes I wonder if he is saying aaahhh finally out of that box. He has a big cage but if given then choice spends his day out and about.
