Help! What do I do?

Hi
I bought a Indian ringneck about a fortnight ago he is approx 10 months old and was born and breed in an aviary with other birds, the owner was in there for a few hours a day talking to the 100+ birds and cleaning the cages out. I brought him home and left him in the cage for a few days and has somewhat calmed downed and I believe he has adjusted to a point, now I'm unsure what I have to do as I've been sitting next to the cage for 30 mins twice daily with some fruit sticking into the cage while I read a book but he stays on the opposite side of the cage the whole time and isn't interested. Ever since I got him I could walk slowly to the cage without him flying off which I believe I have some chance, also each day I get him out if the cage and hold him against my chest patting him for 20-30 minutes and after a few he stops biting and just laps it up today he ate a small piece of apple out if my hand which is new but the second I remove my hand he flys off onto the floor(wings trimmed so can only glide)??? I don't know what I should be doing please anyone please give me advice. I think he is absolutely beautiful but we are moving in 3 months and was advices by the boss that if he doesn't improve we will have to relocate him before we go

Please list the boss's objections and desires clearly so we can try and help you with them. Be very specific.

Basically just wants the bird to be more sociallable and to stop flying away off our laps, others I quote "if its to scared to be near us it may as well stay in the cage" as we're we are moving to is a very small downgrade compared to we're we live currently
