I was wondering if it is safe to keep rats and birds in the same house? Currently, I have two ringnecks and a sun conure along with 2 indoor cats (soon to be 3!).
They would be in the same room, if that's any help.
Have you tried cheerios and ice cream cones? I give them a cone sometimes, and they go crazy over how crunchy and noisy it is; they rip it apart more than eat it. Dried peppers may be worth trying, too.

I think $200 is fairly reasonable, if not a little excessive when you look at age of the bird and the fact that you've been caring for the bird for a few months, now.
If you can talk her down a bit, go for it. I'd say buy the bird either way, as it seems that you are fairly bonded with her.

Mine lost their tail feathers during their first moult, at around 8-9 months. At one point, they were down to just their shortest feathers. They look so strange with out them. I never went to a vet, as the breeder said it was normal and to be expected; they weren't acting any different.
