Is he with your other birds in the cage or is he alone? Better if he was alone but was able to watch how the other birds interact with you from a far. Yes I wouldnt let him out either. Not just yet. Going in circles is the way the rid off extra energy. How big is the cage anyway? Dont stare at him ...
