i just got a IRN last week and the lady that gave him to me said that he may be molting, his feathers doesn't look well groomed. What causes this? What can be done about it?

I have a ringneck parrot, and I have no idea about this bird, can anyone tell me any tips or information. I will be going to the library also. Please email me channypayan@nuvox.net.
