I have two young plum heads around two months old. They lived in the same cage for all their lives maybe. One is getting really bossy over the other, always hitting him over food. Never allowing him to eat from the plate and always biting him. What could be the problem exactly? Is the cage too small? Are they not getting along and maybe never will? do they need more plates?

Not sure of your cage set up or size, but they should always have more than one food bowl. Keeps them from getting protective of the food bowl if they have more than one option.
