It will take time to build trust with him. At least he is comfortable to leave his cage to sit on top AND eat out of your hand
If you find a specific treat that he likes (or even his food) you can slowly work with him.
Place your hand on top of the cage between him and the treat so he will have to step across your hand to get the treat. Don't move your hand because it could frighten him. After time goes by and he is comfortable with this step, position your hand on top of the cage so that he has to "step up" to get the treat (still not moving). Each time he steps on to your hand say "step up" so he learns what it means. After he is comfortable once again, move your hand so he has to step off the cage onto your hand for his treat.
Eventually slowly move your hand away from the cage with him on it...start with just a few seconds and increase the amount of time as he gets comfortable. Make sure you always end the sessions on a good note before he has the chance to get nervous.
He will eventually come around. If he is already eatting out of your hand you are already on your way
Talk to him in a soothing voice while you are with him. They love people's voices
