6 year old female and 1 1/2 year old male not mating?

So, I have a nest box and have them together but its been a year and they still nothing. The male is afraid of the female slightly but I see him going into the nest box from time to time. The female goes into the nest box eveytime I get near the cage. She shows signs of territorial behavior. I'm not sure of they mated or not. They have food and vitamins minerals everything needed to mate. Bad pair or what's going? BTW I'm a new breeder. I never bred these birds before. Thanks.

You should never leave the nest box in all year just put it in about 1month before breeding season which is about Feb to June in England also a 1 1/2 year old male is not always fertile until about 2 years old
