Dominant will be visual , where turquoise being co dominant can and is then also possable in birds not showing the turquoise mutation .
So in answering your question (In the turquoise range ) It can't be a dominant mutation

Hi Kappa There are flashlights now availabe that go up to 150 nm of uv light intencity . I just googled uv flashlight and found a shop in the city , Peter was kind enough to collect it for me . I have a similar bird that splits for Cleartailed and it is a blue bird , I know that there is a dark eyed cleartailed mutation out there . It however has no effect on the mutation , It simply has a dark eye .
